Notice: OMB Uniform Guidance
On December 26, 2013, the Office of Management and Budget (OMB) published its Final Rule of federal grant administrative, cost accounting, and audit policies in the Federal Register, which is codified in Title 2 of the Code of Federal Regulations (CFR). The Uniform Guidance, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards supersedes and combines the requirements of the following eight OMB Circulars: A-21, A-50, A-87, A-89, A-102, A-110, A-122 and A-133. The objective of the Uniform Guidance is to streamline the OMB Circulars while improving performance, transparency, and oversight of federal grants.
The Uniform Guidance is effective for all recipients of federal funding as of December 26, 2014. New and incrementally-funded federal grants issued on or after December 26, 2014, will be subject to the Uniform Guidance. OMB has granted a two-year grace period for the implementation of the Procurement Standards (Sections 200.317 through 200.326). The new Procurement Standards will become effective for Caltech as of October 1, 2018. During the grace period, the procurement policies and procedures at Caltech will continue to be in full compliance with OMB Circular A-110. Caltech will continue to develop procurement procedures consistent with the Uniform Guidance and will continue to follow all current policies of its sponsors.
